WHEREAS, the World Meteorological Organization (WMO) as an intergovernmental organization was c:reated when the WMO Convention came into force on March 23, 1950; WHEREAS, the responsibilities of WMO are fundamental to efforts to attain both sustainable development and soundenvironmental management; WHEREAS, the Phil ippines is a memtler of WMO; WHEREAS, sice 23 March 1961, Wl-10 annually celebrates Mete'Jrol,Jgical D.3.Y to commemora.t.e the Convention of World Wr-10; WHEREAS, this celebration affords a vast opportunity to bring to th",: attention of everyone the importance of Meteo- rology and Hydrology in the various national developmentefforts. NOW, THEREFORE, I, FIDEL V. RAMOS, President of thePhilippines, by virtue of the powers vested in me by law, do hereby declare March 23 of every year as National Meteorolo- gical Day. IN WITNESS.
