MALACANANMANILA NJt~~JJ 'c BY THE PRESIDENT OF THE PIDLIPPINES PROCLAMATION NO. 556 DECLARING THE EXISTENCE OF A STATE OF CALAMITY IN THE -PROVINCES OF, T ARLAC, P AMP ANGA, ZAMBALES ANI) ANGELES CITY ADVERSELY AFFECTED BY THE CONTINUING E}"FECTS OF THE ERUPTION OF MT. PINATUBO AND SUBSEQUENT LAHAR FLOWS AND FLOODING WHEREAS, accord:.;;; to the Secretary of National Deferu;e and Chainnan of the National Disaster Coordinr.ting CoUJ.1cil (NDCC), the provinces of Tarlac, Pampanga, Zambales and Angeles City, continuously experience disaster situation due to the effects of the eruption of Mt. Pinatubo and subsequent lahar flows and flooding; WHEREAS, there is an urgent need for the declaration of a state of public calamity in said areas to cushion the impact of lahar flows and enable the local government unis to u~~ their respective Calamity Funds for relief and other emergencyrequirements of the affected cons..ituents. . NOW, THEREFORE, I, FIDE V. RAMOS, President of the Philippines, byvirtue of the powers vested in me by law, do hereby declare the existence of a state ofpublic calamity in the provinces of Tarlac, Pampanga, Zambales and Angeles City. All deartmeIits and other government agencies concerned are hreby directed to implem(;:nt and execute relief and rehabilitation work in accordance with existingoperational plans, directives and orders issued in connection with calamities. .N WITNESS WHEREOF, I have hereunto set my hand and caused the seal ofthe Republic of the Philippines to be affixed.
