WHEREAS, the ninth day of August is the birthday of the late Governor Roque B. Ablan, Sr., an outstanding resistence leader of the occupation; ond

WHEREAS, it is fitting and proper that the poaple of lacag City, his birthplace, be piven full opportunity fo celebrate his birthday;

NOW, THEREFORE, IT, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in ne by Section 30,of the Revised Administrative Code, do hereby “icclare Tuesday, August 9, 1965, as 9 special ublic liolidny in Laoag City.
