A CERTAIN PARCEL OF: LAND OF THE PUBLIC DOMAIN LOCATED IN THE MUNICIPALITIES OF LIBUNGAN AND ALAMADA, PROVINCE OF NORTH ‘COTABATO, ISLAND OF MINDANAO, PHILIPPINES

J Upon the ‘recommendation of the Secretary of Environment and Natural Resources and pursuant to the powers vested in me by law, I, CORAZON C. AQUINO, President of the Philippines, do hereby withdraw from entry, sale, disposition or settlement and set aside as Libungan River Watershed Forest Reserve, subject to private rights, if any there be, and to the Operations of previous proclamations reserving ‘any portion thereof for specific purposes and to the implementation of socially-oriented projects. and other forestry development programs consistent with the objectives of the proclamation as may be determined by the Secretary of Environment and Natural

The Department of Environment and Natural Re-' sources shall administer and manage the reservation, in coordination with other agencies of the govern- ment, with the objective of maintaining its useful- ness as a source of water for agriculture, domestic and other land-use that would reduce severe run-off resulting to serious damage downstream.
