MALACAN,\Nq MANILA 'fN {(,fJ BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 565 DECLARING THE EXISTENCE OF A STATF OF CALAMITY IN THE PROVINCE OF- SOUTH COTABATO WHICH WAS ADVERSELY AFFEC'rED BY THE LONG DRY SPELL -WHEREAS, the Secretary of National Defense and Chairman of the National Disaster Coordinating Council (NDCC) recommends the declaration of a state of calamity in the pJ;ovince of SouthCotabato in view of the long dry spell that has severely affected a considerable number of farmers and eVen local consumers in the said province; WHEREAS, there is an urgl_nt need for the declaration ofa. state of calamity in the area in order that the province may make use of its calamity fund f9r the relief and other emergency requirements of the affected constituefits; NOW, THEREFORE, I, FIDEL V.
