DECLARING THE EXISTENCE OF A STATE OF CALAMITY IN PROVINCE OF EASTERN SAMAR PARTICULARLY MUNICIPALITIES OF BORONGAN, CAN-AVID, DOLORES, POLICARPIO, ORAS, SAN JULIAN, SULAT AND TAFT THE THE SAN WHEREAS, pursuant to PFVR HWI Ref. #H951174 dated April21, 1995, the declaration of a state of calamity in the Province of Eastern Sama,r, which was severely affected by the earthquake on April 21, 1995, was approved by thePresident; WHEREAS, the National Disaster and Coordinating Council (NDCC) specified the calamity areas in a lette'- to DBM Secretary Salvador H. Enriquez, Jr., dated April 24, 1995; WHEREAS, the areas affected are the Province of Eastern Samar and the Municipalities of Borongan, Can-avid, Dolores, San Policarpio, Gras, San Julian, Sulat and Taft; NOW, THEREFORE, I, FIDEL V. RAMOS, President of thePhilippines, by virtue of the powers vested in me by law, do hereby declare a ,state of public calamity in the Province of Eastern Samar, particularly the Municipalities of Borongan,Can-avid, Dolores, San Policarpio, Oras, San Julian, Sulat and Taft. All departments and other government agencies concernedare' hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and directives and orders issued in connection withcalamities.
