RAMOS, President of the Republic of the Philippines, do hereby call the CongI"eSS of the Philippines to a Special Session on May 21 to 28, 1995 to urgently consider and enact the following labor related measures: 1. "AN ACT PROVIDING A MAGNA CARTA OF OVERSEAS FILIPINOS"; 2. "AN ACT FURTHER STRENGTHENING VOLUNTARY ARBITRATION AS A PREFEREN11AL 10DE OF LABOR DISPUTE SETTLEMENT BY REQUIRING CERTAIN EMPLOYERS TO ANSWER THE COST OF ARBITRATION INVOLVING RIGHTS DISPUTES, AUTHORIZING THE PARrIES IN nIESE CASES 70 DESIGNATE DIRECTLY THE VOLUNTARY ARBITRATORS AID FOR alliER PURPOSES"; 3. "AN ACT AMENDING ARTICLE 282 OF PRESIDENTIAL DECREE 442. Ollif',RWISE KNOWN AS THE LABOR CODE OF THE PHILIPPINES. TO SAFEGUARD AND PROMarE WORKERS' RIGHTS TO SECURIlY OF TENURE AS WELL AS GAINFUL AND GUARANTEED EMPLOYMENT"; 4. "RESOLUTION CONCURRING IN THE RATIFICATION OF INTERNATIONAL CONVENTION ON THE PROTECTION OF THE RIGHTS OF ALL MIGRANT WORKERS AND MEMBERS OF 1l-IEIR FAMILIES"; AND 5. OTHER TIMELY MEASURES AS MAY BE RECOMME.NDED BY THE GANCAYCO COMMISSION. IN WITNESS WHEREOF. I have hereunto set my hand and caused the seal of the Republic of the Philippines to be aftlxed.
