• MALACANAN~Manila ,{1F71J I ~.2 (j BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO.578 CREATING THE 1995 TOTAL SOLAR ECLIPSE NATIONAL COMMITTEE WHEREAS, on 24 october 1995, a TOTAL SOLAR ECLIPSE will be visible in the Philippines; encompass- WHEREAS, this event has a universal appeal,III fields of human interest and endeavor; lng WHEREAS, a large num.ber of professional and amateur astronomers and other scientists, local and foreign, will be observing the eclipse in the country; WHEREAS, public attention will be focused on this sig- nificant event and will afford our people, especially theyouth, to gain useful scientific knowledge and better under- standing of the Science of Astronomy and other physical sclences; WHEREAS, there is a need to coordinate all activities, events, and undertakings related to this event with a view of projecting the country's image and attract world-wide interest; achieved of such WHEREAS, the said coordinat10n will be better by creating a National Committee to take charge eclipse-related plans, activities, and undertakings. NOW, THEREFORE, I, FIDEL V. RAMOS, President of thePhilippines, by virtue of the powers vested in me by law, do hereby create the 1995 Total Solar Eclipse National Com- mittee to be composed of the respective heads/represen-ta- tives of the following departments: Department of Science and Technology (DOST) Department of the Interior and Local Government (DILG Department of Tourism (DOT) Department of Foreign Affairs (DFA) Deportment of Finance (DOF) Department of Education, Culture and Sports (DECS) The Committee shall be headed by the Secretary ofDOST, with the Philippine Atmospheric, Geophysical Astronomical Services Administration (PAGASA) as theagency, considering that 'Astronomy is one of its servlces. the and leadmajor 2 - ~ The Committee shall meet from time to time and shall formulate plans and programs to ensure maximum public parti- cipation and involvement in the coming event.
