MALACANAN~ MANILA ,(fftAl( G. 2fp BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 580 AUTHORIZING THE COUNCIL FOR THE WELFARE OF CHILDREN (CWC) TO CONDUCT A NATIONAL INFORMATION AND FUND RAISING CAMPAIGN FOR A PERIOD OF ONE YEAR FOR THE FOURTH COUNTRY PROGRAMME FOR CHILDREN (CPC IV): 1994-1998 WHEREAS, the programme of cooperation (Fourth Country Programme for Children) was c'}ncluded between the Government and UNICEF committing to the full protection "and promotion of human rights, particularly those of children; 'HEREAS, this programme of cooperation for 1994-1998 is firmly anchored on the Philippine Plan of Action for Children (the Philippines' response to one of its commitments as the state Party to the Convention on the Rights of the Child), which embodies the country's vision for Filipino children; WHEREAS, as the resources of the .cooperation arelimited, this programme of cooperation will contribute to the critical PPAC goals which: a. directly correspond to the goals embodied in the Plan of Action for implementing the World Declaration for Children and other related provisions of the Convention on the Rights of theChild; b. link strongly with the findings of the analysis of the situation of children in the Philippines (1992); c. are achievable given the. comparative advantages o this programme of cooperation; and d. are appropriately within the assistanceof this cooperation. '- policies WHEREAS, the growing national awareness of the global issues affecting Filipino children and women, coupled with the increasing role of national and local governments, private sector, families and communities in UNICEF-assistedprograms, provide a positive climate in the country andabroad; WHEREAS, this fund raising should go beyond appealing to individual and corporate generosity and should be able to bring about a. brodr.under!;'tanding of the issues and/ concerns affect1ng F1l1p1no ch1ldren; /~ 2 NOW, THEREFORE, I, FIDEL V. RAMOS, President of the>hilippines, by virtue of the powers vested in me by law, do lereby authorize the Council for the Welfare of Children:CWC) to conduct a national information and fund raising ~ampaign for a period of one year, effective from the >romulgation of this Proclamation, to raise supplementary:unds for the Fourth Country Programme for Children: 1994-_998.
