MA..LACANANG Manila /.A~ r11 BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO.586 DECLARING THE EXISTENCE OF A STATE OF CALAMITY IN SOME AREAS OF THE NATIONAL CAPITAL REGION, REGION III AND REGION IV ADVERSELY AFFECTED BY RED TIDE WHEREAS, the Secretary of National Defense and Chairman of the National Disaster Coordinating Council (NDCC) recommends the declaration of a state of calamity in the National Capital. Region (NCR), particularly the Las Piiia<'1 Coastal Areas, Paraiiaque, Baclaran, Navotas and Malabon; Region III, particularly Binuwangan, Obando, Pamarawan,Malolos, Sta. Cruz and Hagonoy, all of the province ofBulacan, and Limay, Orion, Bataan and Region IV, particularly Cavite City and Kawit, Cavite, in view of the effects of the red tide phenomena~ WHEREAS, there is an urgent need for a declaration of a state of calamity in the said areas to enable the localdisaster coordinating councils to implement measures that will cushion the effects of the red tide menace; NOW, THEREFORE, I, FIDEL V. RAMOS, President of thePhilippines, by virtue of the powers vested in me by law, do hereby declare that a state of public calamity exists in theNational Capital Region (NCR), particularly the Las PinasCoastal Areas, paranaque, Baclaran, Navotas and Malabon; Region III, particularly Binuwangan, Obando, Pamarawan,Malolos, Sta. Cruz and Hagonoy, all of the province ofBulacan, and Limay, Orion, Bataan; and Regin IV, particularly Cavite City and Kawit, Cavite. All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operationalplans, directives and orders issued in connection with calamities. !"
