MALACANANG Manila AAf\J 1"(0.1 BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 594 DECLARING THE EXISTENCE OF A STATE OF CALAMITY IN THE PROVINCE OF KALINGA-APAYAO WHICH WAS ADVERSELY AFFECTED BY THE LONG DRY SPELL WHEREAS, the Secretary of National Defense and Chairman of the National Disaster Coordinating Council (NDCC) recom- mends the declaration of a state of calamity in the provinceof Kalinga-Apayao in view of the long dry spell that has severely affected a considerable number of farmers and even local consumers in the said province; WHEREAS, there is an urgent need for the declaration of a state of calamity in the area in order that .che province may make use of its calamity fund for the relief and o.cher emergency requirements of the affected constituents; NOW, THEREFORE, I, FIDEL V. RAMOS, President of thePhilippines, by virtue of the powers vested in me by law, do hereby declare that a state of calamity exists in theprovince of Kalinga-Apayao. All departments and other government agencies concerned are hereby directed to implement and execute relief and re- habilitation work in accordance with existing operationalplans, directives and orders issued in connection withcalamities.
