ECT, INC., TO CONDUCT A NATIONAL EDUCA­ TIONAL AND FUND CAMPAIGN DURING THE PERIOD FROM MAY 1 TO JUNE 30, 1962 WHEREAS, some 1,400 babies are born yearly in the Phil­ "ippines afflicted with cerebral palsy, a condition which "illlpairs and causes complete loss of muscular control, 'tendering those afilicted "i,vith it unable to take care of themselves; f, WHEREAS, unless these cc:,rebr::d-palsied children are given propel' occupational and phY8ic;;:Ll therapy, they are liable 1:o!grow up as liabilities to soc,iety, but, if accorded the hecessal'ycare, they may be improved to, such a degree as to:relieve their parents and the communit.y in general of I,;".'" ' the bUl'den of attending to their needs and they "U""'U~'CJ may even become valuable assets to tlle nation; WHEREAS, there no,,,. exists -a' dearth of auth knowledge concerning the nature and treatment of palsy and at present only the' Elks Cerebral Palsy built by the Elks CerebralPalsy Project, Ine;, out of solicited during the 1956 and 1957 fund drives, this country for the rehabilitation of the cerebra] WHEREAS, it is therefore evident that there is an need for an intensive and extensive two-pronged to educate the people on various aspects of cerebral, ' with a view to minimizing, ifllot ,totally , deleterious effects, and to liaise fund for th,' and expansion of p'esent faicilities of the En;:s Palsy clinics nd the purchase of adequate lLH:LWlll't:' specialized eqtiipnient for the treatment of those 'with it; - , WHEREAS, the Elks Cel'ebl'al PaJ,sy Project" -Inc. initiated such a campaign and should be lauded for ,-' -, taking the selfless task of sponsoring a drive unfortU11ate cerebral-palsied individuals, in ,yhich it fully deserves the support of the government entire nation; Now, THEREFORE, I, Diosdado lVIacapagal, P the Philippines, by virtue of the authority vested by law, do hereby authorize the Elks Cerebral Palsy ect;' Inc., to conduct a national educational and paign during the period from May 1 to June I call upon ail citizens -and resideilts of the irrespective of race and creed, to support the HUJlUa.,LU campaign by giving generously of their means to the miserable plight of these unfortunate afflicted -with cerebral palsy.
