The Constitution and the Code guarantee genuine 2.'ld meaningful local autonomy to enable local government units to attain their fullest development as self-reliant communities; "NHEREAS. in recognition of and to accent~ate their efforts and contribtltions towards nation-building. it 1s imperative to designate a period exclusively for local governments.
