/..A t=- .aJ I 'i q (, MALACANA~ MANn..A BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 642 DECLARING A STATE OF CALAMITY IN THE MUNICIPALITIES OF LIAN AND NASUGBU IN BATANGAS DUE TO LOCUST INFESTATION WHEREAS. the Municipalities of Lian and Nasugbu in Batangas have been suffering from locust infestation causing serious damage to the rice and sugarcane plantations thereat: WHEREAS, there is an urgent need for the declaration of a state of calamity in the Municipalities of Lian and Nasugbu in Batangas because of the said infestation, and in order that the province may make use of its calamityfund for the relief and other emergency requirements of the affected constituents; NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law. do hereby declare that a state of public calamity exists in the Municipalities of Lian and Nasugbu in Batangas. All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operations plans. directives and orders issued in connection with calamities.
