DECLARING THE EXISTENCE OF A STATE OF PUBLIC CALAMITY IN ZAMBOANGA CITY ",".",."" , WHEREAS, the Sec;etar:, of N'ational Defense and Chairman, National Disaster Coordinating Council/, recommended the declaration of a state of public calamity in Zamboanga City which sustained heavy losses on public and private properties and agricultural crops due to tr,e floods that occurred in said City on September 29 and 30, 1990; WHERE.t.S, the Regional Disaster Coordinating Council reported that -1:,500 persons have been displaced, more than 50 houses ';\i-ere washed'away and three major bridges collapsed causing the death of a tricycle driver and his son; WHEREAS, transportation services were paralyzed as streets were under water; about knee deep, and most bf the commercial establishments were closed during the flooding; . .,WHEREAS, per initial assessment, the cost of the damages onpublic and private properties and agricultural crops were estimated at ~ , PIa M and P12 M, respectively; WHREAS, the declaration of a state of public calamity in Zamboanga City will not only facilitate delivery of vital services but. will also ensure the immediate rehabilitation and normalization of thesituation in the area. '. , .NOW, THEREFORE, I, CORAZON C. AQu""!NO, President of the Philippines, by virtue of the po\vers vested in me by la\v / do hereby declare that a state of public calamity eists in Zamboanga City. All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance. with existing operational plans and directives and orders issued in connection with calamities.
