PROCLAMATION NO. 659

AMENDING PROCLAMATION NO. 403 (SERIES OF 1965), AS AMENDED BY PROCLAMATION NO. 454, (SERIES OF 1965), WHICH RESERVED CERTAIN PARCELS OF LAND LOCATED IN ILOILO CITY FOR CENTRAL BANK SITE PURPOSES, AND RESERVING THE SAME FOR SOCIALIZED HOUSING PURPOSES OPEN FOR DISPOSITION IN FAVOR OF THE ACTUAL OCCUPANTS UNDER THE PROVISIONS OF R. A. 7279, OTHERWISE KNOWN AS THE URBAN AND HOUSING DEVELOPMENT ACT

Upon recommendation of the Secretary of Environment and Natural Resources, and by virtue of the powers vested in me by law, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, do hereby amend Proclamation No. 403, dated May 26, 1965, as amended by Proclamation No. 454, dated September 1, 1965, which reserved certain parcels of land located in Iloilo City for Central Bank Site purposes, containing an aggregate area of TWENTY TWO THOUSAND FOUR HUNDRED SEVENTY SEVEN (22,477) SQUARE METERS, and reserving the same for socialized housing purposes open for disposition in favor of the actual occupants under the provisions of Republic Act No. 7279, otherwise known as the Urban and Housing Development Act, subject to actual survey, and to private rights, if any there be, which parcel of land is more particularly described as follows:

LOT 1, PLAN NG-06-000008

A PARCEL OF LAND (Lot 1, Plan NG-06-000008; being a portion of Lot 1051, Cad-23, Iloilo Cadastre), situated in Port Area, City of Iloilo, Island of Panay. Bounded on the SW., along lines 1-2-3 by Fort San Pedro Drive; on the NW., and NE., along lines 3-4-5 by proposed road; on the SE., along line 5-1 by Lot 2 (Portion of Lot 1066) of the same Plan. Beginning at a point marked “1” on plan being S. 54 deg. 13’ E., 720.52 meters from BLLM 'No. 4, Cad. 23, Case 4, Iloilo Cadastre, thence:

N. 80 deg. 39'W., 15.25 m. to point 2; N. 63 deg. 47’W., 42.30 m. to point 3; N. 31 deg. 21’E., 221.66 m. to point 4; S.28 deg. 40’E., 162.70 m. to point 5;

A PARCEL OF LAND (Lot 2, Plan NG-06-000008, being a portion of Lot 1066, Cad-23, Iloilo Cadastre), situated in Port Area, City of Iloilo, Island of Panay. Bounded on the NW., along lines 1-2 by Lot 1 (Portion of Lot 1051); on the:NE., along line 2-3 by proposed road; on the SE., and SW., along lines 3-4-5-1 by Fort San Pedro Drive. Beginning at a point marked “1” on plan being S. 54 deg. 13’ E., 720.52 meters from BLLM No. 4, Cad. 23, Case 4, Iloilo Cadastre, thence:

N. 64 deg. 15’E., 155.85 m. to point 2; S.28 deg. 41’E., 24.88 m. to point 3; S.62 deg. 47’W., 94.17 m. to point 4; S. 80 deg. 13’W., 42.42 m. to point 5; N. 80 deg. 40’W., 27.13 m. to point of beginning,

containing an area of THREE THOUSAND FOUR HUNDRED EIGHTY FOUR SQUARE METERS (3,484) SQUARE METERS, more or less.

The above cited parcels of land contain a total area of TWENTY TWO THOUSAND FOUR HUNDRED SEVENTY SEVEN (22,477) SQUARE METERS, more or less.

This Proclamation ‘is subject to minimum road right of way requirements of the Department of Public Works and Highways pursuant to Executive Order No. 621.

The Secretary of the Department of Environment and Natural Resources (DENR) is hereby authorized to issue Special Patent covering the area herein reserved for socialized housing purposes in favor of the National housing Authority (NHA).

The NHA shall reimburse the national government the value of the land as provided in RA No. 7279 after the final payment of the areas reserved for socialized housing purposes by the qualified beneficiaries.

A Local Inter-Agency Committee (LIAC) is hereby created composed of the Housing and Urban Development Coordinating Committee as Chair, the City Government of Iloilo as Co-Chair, the DENR, Presidential Commission on Urban Poor, and the representative of the homeowners association as members. The LIAC shall prepare the implementing rules and regulations of this proclamation.
