EDADES CENTENNIAL MONTH WHEREAS, Article XIV, Section 15, of the Constitu-r.ion states that "Arts and letters shall enjoy the patronage of the State. The State shall conserve, promote, and popularize the nation's historical and cultural heritage and resources as well as artistic creations"; WHEREAS, Victorio C. Edades, tom on December 23, 1895, in DagLlpan City Pangasinan, was proclaimed National Artist for Painting in 1976; WHEREAS, the extant body of workg of Natiol1al Artist Victol constitutes a national heritage that should be preserved and promoted; WHEREAS, Victoria Edades is regarded as the Father of ModernPhilippines; .A.rt NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philil-,pines, by virtue of the powers vested in me by law, do hereby declare December 1995 asVictorio C. Edades Centennial Month.
