A1;FAI ICJ 1.2 MALACANAN~ MANn..A BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 665 DECLARING THE EXISTENCE OF A STATE OF CALAMITY IN THE PROVINCES OF ILOCOS NORTE, ILOCOS SUR AND LA UNION AND THE CITY OF LAOAG, WHICH WERE ADVERSELY AFFECTED BY TYPHOON LUDING WHEREAS, the Secretary of National Defense as Chairman of the National Disaster Coordinating Council (NDCC) recommends the declaration of a state of calamity in the Provinces of Ilocos Norte, Ilocos Sur and La Union, and the City of Laoag, due to adverse effects of tj'Phoon .Luding; WHEREAS, there is an urgent need for the declaration of a state of calamity in the areas to enable the local government units to use their resj>ective Calamity Funds for relief and other emerg...':1cy requirements of the affected constituents; NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the power~ vested in me by law, do hel"eby declare that a state of public calamity exists in the Provinces of Ilocos Norte, Ilocos Sur and La Union and the City of Laoag. All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plaI1s, directives and orders issued in connection withcala111ities.
