WHEREAS, socio-economic planning and development in the Philippines has continuously been observed and sustained since December 23, 1935, when Commonwealth Act No.2 was en- acted creating the National Economic Council, the forerunner agency of the National Economic and Development Authority; WHEREAS, it is but proper, fitting and appropriate to reaffirm the Government's commitment to socio-economic plan- ning and development and to celebrate every year the founda- tion day of NEDA; - - NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in.me by law, .do hereby declar the pe-riod om December 17 to 23 of every' year as Socio-Economic Planning and -Development Week unde1; the auspices ox Ninal Economic and -Devlopment Autnority (NEDA) and th'e Regional_Developmet Councils; an.d December 23 of every year as NEDA Day. ~ -.
