PROCLAMATION NO. 667

SEGREGATING A PORTION OF LAND FROM THE COVERAGE OF THE NEW BILIBID PRISON SITE LOCATED IN POBLACION, . MUNTINLUPA CITY AND RESERVING THE SAME FOR HOUSING SITE PURPOSES OPEN FOR DISPOSITION IN FAVOR OF THE EMPLOYEES OF THE OFFICE OF THE PRESIDENT, DENR CENTRAL

OFFICE, DENR NATIONAL CAPITAL REGION, AND DENR STAFF BUREAUS

Upon recommendation of the Secretary of Environment and Natural Resources, and by virtue of the powers vested in me by law, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, do hereby segregate a portion of the land covered by Transfer Certificate of Title No. 183329 (New Bilibid Prison) located in Barangay Poblacion, Muntinlupa City, containing an area of Nine Hundred Thousand (900,000) square meters, and reserve the same for housing purposes of the employees of the Office of the President, Department of Environment and Natural Resources (DENR) Central Office, DENR National Capital Region, and DENR Staff Bureaus, to be disposed of in accordance with the provisions of Act No. 1120, otherwise known as the Friar Lands Act, in relation to the provisions of Commonwealth Act No. 141, otherwise known as the Public Land Act, subject to actual survey, and to private rights, if any there be, which parcel of land is more particularly described as follows:

A parcel of land, being a portion of Lot 3 of the Consolidation subdivision plan (LRC) Pcs-30966, LRC Rec. No. 6137, situated in Barangay Poblacion, Muntinlupa City, Island of Luzon; Bounded on the Northwest, Southwest and Southeast along lines 1-4 by Camp Sampaguita (portion of Lot 3, LRC Pos-30966); on the West along lines 4-6 by the Municipality of Las Pifias; on the North and Northwest along lines 6-8 by Lot 1, (LRC) Pcs-30966 (Housing site of the Department of Justice reserved under Proclamation No. 792 dated September 5, 1991, known as Katarungan Village); on the East and South along lines 8-10 by portion of Lot 3, (LRC) Pcs-30966; and on the Northwest along line 10-1 by Municipality of Las Pifas, containing an area of NINE HUNDRED THOUSAND (900,000) SQUARE METERS, more or less.

The portion or portions of the area herein declared open for disposition being used or earmarked for public or quasi-public purposes shall be excluded from such disposition, except in favor of the government or any of its branches.

All lands disposed of under this proclamation shall not be subject to alienation for a term of ten (10) years from the issuance of the title, in case of sale or execution of contract, in case of lease, nor shall they become liable for satisfaction of any debt contracted prior to the expiration of the said period; but the same may be mortgaged to the Government Service and Insurance System (GSIS) or the PAG-IBIG, whichever is applicable.

The area herein reserved for housing purposes shall be allocated as . follows:

i. Three Hundred Thousand (300,000) square meters for the Department of Environment and Natural Resources (Central Office, DENR-NCR, and its Staff Bureaus); and

2. Six Hundred Thousand (600,000) square meters for the Office of the President (OP).

The DENR and the OP, in coordination with the National Housing Authority (NHA), shall prepare the master development plan of the housing Site, taking into consideration the following:

1. Mixed-use development of the area to maximize the number of beneficiaries of the project;

2. Enter into an agreement with the NHA for the development and construction of medium and/or high rise residential building; and

3. Joint venture agreement with private entity for the development of a portion of the area for middle managers and executives.

Likewise, the DENR, OP and NHA shall prepare the Implementing Rules and Regulations.
