WHEREAS , ‘the Tahanan Outreach Projects and Services, Ince, (TOPS), is dedicated "Yo the normalization of socially maladjusted youth ina community settiny » hand-in-hand with his family throurh innovative approaches, dynamic strategies and development of positive attitudes and skills, thus serving as a model for relnted rehabilitation outreach programs; and

WiEREAS, the Tahanan Outreach Projects and Services, Inc., (TOPS), as the only private, non-profit ormanization with objectives cirected to these noble ends, needs and deserves nationwide support; +

Now, THEREFORE, I, CORAZON Co. sQUINO, President of the Philippines, by virtue of the powers. vested in me by lew, 'o hereby authorize the Tahanan Outreach !rojects and Services, Inc., (TOPS), to coniluct a nati- onwide ‘educational fund campaign for a period of one year, effective upon the ' promulgation of this proclamation.

I call upon all residents of the Philippines, regardless of natio- nality and creed, whether in government service or private enterprise, to give generously and participate actively in this fund campaign and I reiterate that all donations or contributions given tc this worthy cause shall be exempt from income and pift taxes and the same shall constitute allowable deductions in full from the income of the donors and contri- butions for income tax purposes.

I also call upon all school teachers, administrators and school children to fully support this fund drive and thus participate in this worthwhile endeavor for the benefit of children in trouble with law.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
