RAMOS, President of the Philippine.s, by virtue of the powers vested in me by law, do hereby declare a State of Calamity in the Municipality of Baybay, Province of Leyte, in view of the effects of1ire that burned the Administration Building of The Visayas State College of Agriculture (VISCA) on September 24, 1994. All departments and other govemment agencies concemed are hereby directed to implement and execute relief and rehabilitation. work in accordce with existing operational plans, directives and orders issued in connection with calamities.
