PROCLAMATION NO. 672

PROVIDING FOR THE APPROVAL, ADOPTION AND IMPLEMENTATION OF THE NATIONAL PLAN FOR CHILDREN FOR THE YEARS 1990-1992 . ° WHEREAS, the Council for the Welfare of Children is mandated by law to prepare long-range programs and goals for the physical, intellectual, emotional, moral, spiritual, and social devélopment of children;

WHEREAS, the Technical Management Committee and the Board of the Council for the Welfare of Children have form- ulated the National Plan for Children for 1990-1992;

WHEREAS, this National Plan for Children embodies the vision and thrusts of both government and non-government agencies for the welfare of Filipino children;

WHEREAS, the Plan closely adheres to the Convention on the Rights of the Child; ,

WHEREAS, the Plan is a component and amplification of the Medium - Term Philippine Development Plan 1987-1992;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of tht Philippines, by virtue of the powers vested in me by law, do hereby proclaim the approval and adoption of the National Plan for Children for 1990-1992, and order the following:

[1] The Council for the Welfare of Children with the National Economic and Development Authority shall coordinate and monitor the implementation of this Plan by the agencies;

{2] The Council, through its Chairperson, shall issue implementing rules and regulations, memoranda, circulars and the like which may be necessary for the effective implementa- .tion of the Plan;

[3] The Council shall regularly assess, update the Plan, and submit frequent progress reports;

[4] The Council shall take the necessary steps to mobilize resources for the implementation of this Plan;

[5] All other Government agencies and instrumentalities concerned with the related areas which have impact on the welfare of children shall cooperate, coordinate and extend assistance in the implementation of the Plan.
