PROCLAMATION NO, 673

FROCLAIMING DECEMBER 14, 1990 AS "NATIGNAL COMMUNICATION

DAY"

WHEREAS, the 1957 Fhilippine Constitution provides for the State's recognition of the “vital role of communication and information in nation-building" and the right of its citizens to information;

WHEREAS, there is a need to establish a communication environment that is participatory, non-emxploitative, democratized, interactive and non-coercive as advocated by the UNESCO's call for the New World Information and Communication Order; ;

WHEREAS, there is necessity for media practitioners to be aware of the role that media plays and the impact that it has on society and for media owners to be aware of their social responsibility to afford greater access to media by a broad range of the populace so that public issues may be ; determined and Hicccictps ba by the common will;

WHEREAS, Stats is a felt need to focus public attention on the matter of media responsibility in order to mobilize members of media to reorient themselves in pursuit of producing quality programs;

NOW, THEREFGRE, I, CORAZON C, AQUINO, Fresident of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim the 14th of December 1990, as “Mational . Cammunication Day,"
