MALACANANG MANILA /Q40 fA1-1t BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 676 DECLARING A STATE OF CALAMITY IN FOUR (4) PROVINCES AND ONE (1) CITY ADVERSELY AFFECTED BY TROPICAL STORM "MAMENG" Upon l-ecommendation of the Secl'etary of National Defense and Chairman of the. Natiolial Disaster Coordinatilig COUliCil (NDCC). and pursuant. to the powers vested in me by law, I, FIDEL V. RAMOS, President of the Philippines, do hereby declare the existence of a State of" Calamity in the fol1owing areas adversely affected by tropical storm "Mameng": Region I Province of Pangasinan City of San Carlos ::;'AR If1.Jgao Region II PrOVil"lCe of Cagayan Province of Nueva Vizcaya Region V Province of Catanduanes All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation wbrk in accordance with existing operational plans, directives and orders issued in connection with calarnities.
