BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 678 DECLARING THE PERIOD FROM OCTOBER 31, 1996, AS THE BOY SCOUTS OF THE JUBILEE YEAR 1995 TO OCTOBER 31, PHILIPPINES DIAMOND WHEREAS, the Boy Scouts of the Philippines is a organization which has the following Mission tatement: lV1C of virtuE * To imbue in our Scouts and Scouters the Love of God, Country and Fellowmen;* To train and prepare the youth to become responsible leaders; and* To cQntribute to nation-bulding according ideals, principles and program of Scouting; the to WHEREAS, for sixty years, the Boy Scouts of the Philip- pines has been a partner of the government and th~ private sector in youth development by inculcating in our youth kindred virtues, among them patriotism, self-reliance, dis- cipline by using the methods which are now in common use by boy scouts, with special emphasis on spiritual values which constitute the basic foundation of a strong character and sound citizenship; WHEREAS, the Boy Scouts of the Philippines deserves the support and assistance from everyone in order t.o sustain it.s role in our society in helping the basic institution - the family -and the school in molding our youth into res- ponsible citizens; NOW, THEREFORE, I, FIDEL V. RAMOS, President of thePhilippines, by virtue of the powers vested in me by law, do hereby declare the period from October 31, 1995 to October 31, 1996 as the BOY SCOUTS OF THE PHILIPPINES DIAMOND JUBILEE YEAR. ...
