MALACANANYJ Manila BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 68 DECLARING MONDAY, OCTOBER 19, 1992, AS A SPECIAL DAY IN THE CITY OF BACOLOD 54th WHEREAS, Monday, October 19, 1992, marks Charter Anniversary of the City of Baco1od; and the WHEREAS, it is fitting that the residents of the City of Bacolod be given full opportunity to celebrate the event with appropriate ceremonies; NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by Book I, Chapter 7, Section 27, of the Administrative Code of 1987, do hereby declare Monday, October 19, 1992, as a special day in the City of Bacolod.
