MALACANAN"G Manila 1-1PIJ.) /q4 f, BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 682 AUTHORIZING THE POPE JOHN PAUL II FOUNDATION FOR PRIS.ONERS' WELFARE, INC., TO CONDUCT A NATIONAL FUND CAMPAIGN FOR A PERIOD OF ONE (1) YEAR WHEREAS, the Pope John Paul II Foundation forPrisoners' Welfare, Inc. (FOPRIW), an auxiliqry arm of the catholic Bishops' Conference of the Philippines -Episcopal Commission on Prisoners' Welfare (CBCP-ECOPRIW), takes care of the welfare and development of the members of the prison society, i. e., prisoners and their families, ex-prisoners and their families and correctional employees from all theNational, Provincial, City and Municipal Jails; WHEREAS, the FOPRIW together with CBCP-ECOPRIW has beenfulfilling this mission for the past 20 years through the support of different groups, individuals, and agencies con- cern with uplifting the sad plight of prisoners; WHEREAS, the FOPRIW deserves the support and assistance from everyone in order to continue with its efforts to makeour prisoners become better-skilled, self-reliant, law- abiding citizens. NOW, THEREFORE, I, FIDEL V. RAMOS, President of thePhilippines, by virtue of the powers vested in me by law, do hereby authorize the Pope John Paul II Foundation forprisoners' Welfare, Inc., to conduct a national fund campaign for a period of one (1) year effective upon the promulgation of this Proclamation.
