DECLARING THE IIONTH OF FEBRUARY OF ARTS MONTH PHILIPPINES ooJ EVERY YEAR AS NATfONAL WHEREAS, Articre XrV, section 15, of the constitutionstates that: "Arts and letters shall enjoy the patronageof the state. The state shall conserve, promotel andpopurarize the nation's historical and cultural heritageand resourcesr ELS well_ as artistic creations',; WHEREAS' the disciplines of theatre, dance, music,visual arts, architecture, riterature, media rri", and filmneed to be preserved, enriched, and evorved in a climateof free artistic and intej_l_ectual expression; WHEREAS, the phirippines joins the rest of the wor]din celebrating the rnteinationtt Decade of curture, and hasdeclared the Decade 1988 to 199g as Decade of Fil_ipinoCulture and Nationalism; WHEREAS, the month of February is now well_ rememberedin the hearts and minds of our peopl-e and the peoples ofother nations as a time for nationllism and priae in beingFilipino; Now' THEREFORE, r, coRAzoN c. AeurNo, president of thePhilippines, by vi-rtue of the powers vested in me by Iaw,do hereby declare the month of February of every y.ir asNational Arts Month. Alr agencies of the government. are hereby enjoined toundertake activities in accordance with the spiril of thisproclamation.
