MA.LACA.A.NG RESIDENCE OF THE PRESIDENT OF THE PHILIPPINES MANILA BY THE PRESDENT OF THE PHILIPPINES PROCLAMATION No. 69 DECLARING JANUARY 21 OF EVERY YEAR AS CIVIL. LIBERTIES DAY WHEREAS, it is a basic principle of popular government that civil liberties constitute the v.ery lifeblood of democracy; WHEREAS, a sound and vigorous democracy· demands that the people's attention be drawn constantly to the preserv ation of civil liberties; " . WHEREAS, Jnuary 21 marks the anniversary of the pro' mulgation of the Malolos Constitution, a historic document embodying our people's original thoughts on civil liberties; Now, THEREFORE, I, 'Diosdado Macapagal, President of the Philippines, by virtue of the powers vested in me by law; do hereby declare January 21 of every year as Civil Liber ties Day. I urge all our people to celebrate the day with. appropriate ceremonies with . a view to the preservation" of civil liberties as an enduring foundation of democracy.'
