BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 691

DECLARING WEDNESDAY, SEPTEMBER i, 2004, AS SPECIAL (NON- WORKING) DAY IN THE PROVINCE OF COTABATO

WHEREAS, Wednesday, September 1, 2004, marks the 90" Foundation Day anniversary of the Province of Cotabato;

WHEREAS, it is fitting and proper that the people of the Province of Cotabato be given full opportunity to celebrate this milestone in their province's

history with appropriate ceremonies.

NOW, THEREFORE, I, ALBERTO G. ROMULO, Executive Secretary, by order of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Wednesday, September 1, 2004, as special (non-working) day in the Province of

Cotabato.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
