MALACANAMANn.A BY THE PRESIDENT OF THE PHILIPPINES I4f 1Q7' PROCLAMATION NO. 694 DECLARING THE PERIOD FROM NOVEMBER 21 TO 27, 1995 AND EVERY YEAR THEREAFTER AS THP..IFT STAMPS SAVINGS WEEK WHEREAS, in line with the government drive towards attaining industrialized country status by year 2000, there exists a need to increase the. level of domestic saVings though non-inflationary means, particularly saVings with banks and other financial intermediaries; WHEREAS, the drive can be achieved only if th,e Filipino people, especially the youth, fully realize and possess a continuing awareness of the benefits of thrift and the "role; of savings as crucial elements toward national reliarice and independence; WHEREAS, in support of the drive, the Thrift Stamp Program is being implemented to encourage the Filipino people, especially the youth, to save money by buying thrift stamps in Post Offices and using the stamps to open savings accounts in the Philippine Postal Savings Bank, Inc. NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period from November21 'to 27 of this year, and every year there;:}jter, Thrift Stamp Savings Week. I hereby direct the Department of Finance, the Bangko Seritral ng Pilipinas, the Department of Education, Culture and Sports, the National Youth Commission, the Philippine Postal Corporation and the' Philippine Postal Savings Bank, Inc. to undertake such measures as may be necessary to ensure successful observance thereof; and enjoin all sectors of our society and all levels of the government --national, provincial, city and barangay --to extend their cooperation to this national. effort.
