RESERVING A PARCEL OF LAND OF THE PUBLIC DOMAIN IN ILOILO FORESHORE AREA, ILOILO CITY FOR THE SLUM IMPROVEMENT AND RESETTLEMENT (SIR) PROGRAM

WHEREAS, pursuant to the Government's National Housing Policy of providing decent shelter to its people and its desire to uplift the socio-economic welfare of marginal and low-income families who are the intended beneficiaries of the National Shelter Program;

WHEREAS, there is a need to provide solutions to the urban problems of housing and land tenure, environmental sanitation and poverty as well as problems of absorbing the impact of emigration from the rural hinterlands to the Urban Central District;

WHEREAS, the City of Hoilo and the National Housing Authority have identified the Iloilo Foreshore Area as a priority project for the implementation of the Slum Improvement and Resettlement (SIR) Program under the Shelter Component of the Regional Cities Development Project (RCDP);

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby reserve for a slum upgrading project under the administration and disposition of the National Housing Authority, subject to private rights, if any there be, a certain parcel of land of the public domain situated in the Foreshore Area of the City of Iloilo, and composed of six (6) barangays, namely: North Baluarte, Baybay Tanza, Bonifacio Tanza, Rizal Estanzuela, Pala-pala land Pala-pala 11, which parcels of land are more particularly described as follows:

in order to facilitate the early development of the area, the Lands Management Bureau, in coordination with other concerned government agencies, is hereby ordered to reserve the lloilo Foreshore Area under the Slum Improvement and Resettlement (SIR) Program and to immediately initiate and confirm the necessary surveys to be conducted to subdivide the whole area into appropriate homelots, roadiots and community facilities for public use.

The National Housing Authority (NHA) is hereby given the authority to develop, administer and dispose of these lots in accordance with the guidelines In the Slum Improvement and Resettlement (SIR) Program pursuant to Letter of Instruction Nos. 555, 557 and 686, and for this purpose shall evolve, prepare and implement a comprehensive development plan which shall consider the upgrading of the existing dwelling units, the reloca- tion of qualified squatters to vacant or generated lots and the redblocking, rearrangement and realignment of existing structures to allow the introduction of basic community facilities and services.

All existing proclamations inconsistent herewith are hereby superseded or amended.
