BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 715

DECLARING MONDAY, APRIL 22, 1991 AS "EARTH DAY 1991" a

WHEREAS, the gravity of environment degradation and des- truction in the country threatens the very quality of life of many Filipinos;

WHEREAS, the denudation of our forests and the current. drought ‘exhibit most dramatically the plight of our environ- ment;

WHEREAS, the support of the citizenry is vital to the success of measures directed at the improvement and conser- vation of our environment;

WHEREAS, public awareness is essential to the initiation of widespread civic action protective of the environment; + WHEREAS, Earth Day 1991 is a special occasion to be celeb- rated all over the world on April 22, 1991 as a signal of can mitment to the conservation of the environment.

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare Tuesday, April 22, 1991, as "Earth Day 1991."
