MfN J.()q.r MALACANAN~ MANILA BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 729 DECLARING FRIDAY, FEBRUARY 16,1996 AS A SPECIAL DAY IN THE CITY OF CALOOCAN WHEREAS, Friday, February 16, 1996, marks the 34th Founding Celebration of the Cityhood of Caloocan which will be highlighted by the First Annual Trade Fair and Sinulog Dance Festival; WHEREAS, it is fitting that the people of Caloocan City be given the opportunity to celebrate the occasion with appropriate ceremonies; NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by Book I, Chapter 7, Section 27, of the Administrative Code of 1987, do hereby declare Friday, February 16, 1996 as a special day in Caloocan City.
