IiJI1V c( / ff MALACANAN~ Manila BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 741 DECLARING THE EXISTENCE OF A STATE OF CALAMITY IN THE MUNICIPALITY OF CANDON, PROVINCE OF ILOCOS SUR, WHICH WAS ADVERSELY AFFECTED BY FIRE WHEREAS, a fire of still undetermined origin hit public market of CaJ11on, Ilocos Sur, in December the 1995 WHEREAS, there is a need for the declaration of a state of calamity in the area in order that the pro- vince may make use of its calamity fund for the relief and other emergency requirements of the affected constituents; NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare that a state of public cala- mi-::'y exists in the Municipality of Candon, Province of Ilocos Sur. All departments and other government agencies con- cerr!ed are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and directives and orders issued in conection with calamities.
