TINIO), STA. ROSA, AND LAUR, PROVINCE OF NUEVA ECIJA AND PORTION OF QUEZON PROVINCE, ISLAND OF LUZON, PHILIPPINES, BY EXCLUDING A CERTAIN PARCEL OF LAND EMBRACED THEREIN FOR THE USE OF THE BUREAU OF ANIMAL INDUSTRY, DEPARTMENT OF AGRICULTURE, AS NATIONAL STOCK FARM Upon recommendation of the Secretaries of Environment and Natural Resources; Agriculture; and National Defense, and by virtue of the powers vested in me by law, I, FIDEL V.RAMOS, President of the Philippines, do hereby amend Proclamation No. 237, dated December 19, 1955, which established the Fort Magsaysay Military Reservation situated in the Municipalities of Papaya (now Gen. Tinio), Sta. Rosa, and Laur, Province of Nueva Ecija and Province of Quezon, by excluding a certain portion of land embraced therein for the use of the Bureau of Animal Industry, Departme.nt of Agricul- ture, as National Stock Farm, which parcel of land is more particularly described as follows: point Forest A parcelidentical tothence: of land starting from a corner 4 of Penaranda River marked 1 Reserve 1,500.68 ffi. to point 2; 2,279.85 ffi. to point 3; 2,790.85 ffi. to point 4; 1,954.16 ffi. to point 5; 1,000.00 ffi. to point of 50°30' 00" w. /75°14' 57".W.,49°12' 56" E., 70°46' 10" E.,36°21' 00" E., S. N.N.S.S. containing an area of FIVE HUNDRED (500) hectares, more orless. All points are indicated on the attached sketch plan.All boundaries are subject to an actual survey by precise instruments and establishment of permanent corners on theground. The administrative jurisdiction of above described portion shall be transferred from the Chief of Staff, Armed Forces of the Philippines, and the Department of National Defense to the Department of Agriculture for use as a live- stock breeding farm in consonance with the Medium Term Development Plan. 2 The development of the area as a livestock breeding farm shall be subject to the Environmental Impact Assessment and issuance of Environmental Compliance Certificate. One-fifth of the total area reserved must be devoted to reforestation for the purpose of maintaining a watershed area to ensure stable water source for the livestock breeding farm. The area devoted to reforestation as identified by the Department of Agriculture may be developed through lease to any private persons, cooperatives, corporations, or to the Municipality of General Tinio for a period of not exceeding Twenty Five (25) years.
