ESTABLISHING AS ANAS WATERSHED FOREST RESERVE FOR THE PURPOSE OF PROTECTING, MAINTAINING AND IMPROVING ITS WATER YIELD AND TO PROVIDE RESTRAINING MECHANISM FOR INAPPROPRIATE FOREST EXPLOITATION AND ILLEGAL LAND- USE PRACTICES, A CERTAIN PARCEL OF LAND OF THE PUBLIC DOMAIN SITUATED IN THE MUNICIPALITIES OF NAVAL, ALMERIA AND CULABA, PROVINCE OF BILIRAN, PHILIPPINES.
Upon recommendation of the Secretary of Environment and Natural Resources and pursuant to the powers vested in me by law, I, FIDEL V. OS, President of the Philippines, do hereby withdraw from entry, sale, disposition or settlement and set aside as Anas Watershed Forest Reserve subject to private rights, if any there be, and to the operations of previous proclamations reserving any portion thereof for specific purposes, and to the implementation of other forestry development programs consistent with the " objectives of the proclamation, a certain parcel of land of the public domain Situated in the municipalities of Naval, Almeria, and Culaba, Province of Biliran, Philippines which is described in the map as follows, to wit:

The area covered by the reservation shall be under the administrative sdiction, supervision and control of the Department of Environment and tural Resources thru its Forest Management Bureau in coordination with ther agencies of the government with the objective of maintaining its fulness as watershed forest reserve and a source of water for domestic ndustrial purposes, considering environmental stability.
