MALACANA~ Manila BY THE PREIDENT OF THE PHILIPPINES PROCLAMATION NO. 764 DECLARING MONDAY, APRIL 15/ 1996/ AS PRESIDENT ROXAS DAY AND A SPECIAL DAY IN THE PROVINCE AND THE CITY OF ROXAS MANUEL A. OF CAPIZ WHEREAS, the birth anniversary of the late President Manuel A. Roxas, which falls on 1st of January (New Year'sDay), has not been given due recognition in previous years; WHEREAS, April 15 marks the death anniversary of Presi- dent Manuel A. Roxas, orator, statesman, economist, soldier,patriot, and First President of the Republic of the Philip-pines, whose sterling leadership and ideals were dedicated to the service of the country and the Filipino people; WHEREAS, it is but fitting and proper to people of Capiz Province and the City of Roxas opportunity to commemorate this event with anceremony; give the an ampleappropriate NOW, THEREFORE, I, FIDEL V. RAMOS, President of thePhilippines, by virtue of the powers vested in me by law, do hereby declare Monday, April 15, 1996, as President ManuelA.
