PROCLAMATION NO. 774

DECLARING THE PERIOD FROM AUGUST 18 TO AUGUST 24, 1991, AS THE FRANCISCO C. ZULUETA CENTENNIAL IN THE PROVINCE OF ILOILO, AND SUB-PROVINCE OF GUIMARAS

WHEREAS, in observance of the Decade of the Centen- nials of Philippine Nationalism, Nationhood and the Philippine Revolutionary Movements (1988-1998), it is fitting and significant to commemorate the centennials of major historical events and births of illustrious Filipinos that fall within the period;

WHEREAS, the province of Iloilo has produced men and women who have contributed considerably to the historical development of the Filipino nation;

WHEREAS, Francisco C. Zulueta, one of Iloilo's public officials who selflessly dedicated his lifetime in the service of his fellowmen;

WHEREAS, Francisco C. Zulueta who started as pro- vincial fiscal of Antique, Capiz and Negros Occidental; Judge of the Court of First Instance for Zamboanga,

Sulu and Cavite; Senator, from 1928 to 1935; Member of the Independence Mission to the U.S. that brought home the Tydings-McDuffie Act; Chairman of the Industrial Re- lations Board and later Senior Judge of the Court of In- dustrial Relations; Secretary of the Department of Inte- rior from 1939 to the outbreak of the war; and Manager of the National Land Settlement Administration, when he died in an airplane crash while on an official assign- ment to Mindanao;

WHEREAS, the birth centenary of Francisco C. Zulueta who was born on August 21, 1891, in Molo, Iloilo, falls on August 21, 1991;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period from August 18 to 24, 1991, as the Francisco C. Zulueta Centennial Week in the province of Iloilo and Sub-province of Guimaras in observance of the 100th birth centenary of this noted llongo.
