MALACAN~~fANILA BY THE PR§lDENT OF TUB PIit-- PROCLA~TIOR KO, 810 DECLARING JUNE 19, 1996 AS "SAKADA DAY" IN THE PROVINCE OF ILOCOS SUR, AND IN RECOGNITION OF THE OUT STANDING CONTRIBUTIONS OF ISABELO DE LOS REYES KNOWN AS THE "FATHER OF LABOR" WHEREAS, the Ilocano laborers and farmers known as. Sakadas were recruited in 1946 to work in the sugar and pineapple plantations in Hawaii, then a Pacific territorial island of the United States of America; WHEREAS, these hardworking Ilocano migrant workers and their offspring, who later were able to migrate to the United States, have greatly contributed in improving the economy of their host country, and, at the same time provided relief to the then war-devastated economy of the Philippine through their continuous dollar remittances sent in to Filipino relatives; ¥" WF...EREAS, the Ilocano migrant workers or Sakadas have become instrumental in the development of Philippine labor, stabilization of the country's economy and in giving back the sense of pride and dignity to labor; WHEREAS, Don Isabelo de los Reyes, a native of and the "Father of Labor" in the : developing the country's labor force as economic growth and nation building; ~ the concemed and enough opportunities to prepare for this j;'i~ NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested. in mc by law, do hereby declare June 19, 1996 as "Sakada Day" in the Province of Ilocos Sur, and in recognition of the outstanding contributions of Isabelo de los Reyes, known as the "Father of Labor". The day, however, shall be a regular working and / school day. /'
