BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 811-A
AMENDING PROCLAMATION NO. 811, ISSUED ON MARCH 19, 2005, ENTITLED “CALLING THE CONGRESS OF THE PHILIPPINES TO A SPECIAL SESSION”
Pursuant to the powers vested in me by the Constitution, [, _ GLORIA MACAPAGAL-ARROYO, President of the Philippines, do hereby call the Congress of the Philippines to a Special Session from March 30 to April 1, 2005 to urgently consider the passage of the following vital legislative measures on:
® Resetting the Barangay and Sangguniang Kabataan Elections;

Extending the Utilization Period of the Agricultural Competitive Enhancement Fund (ACEP);

Strengthening the Anti-Smuggling Program; and
¢ Appropriating Funds for the Conduct of the flections in the Autonomous Region in Muslim Mindanao (ARMM},
in addition to the bil] Restructuring the Value-Added Tax System 2s contained in Proclamation 811 issued on March 19, 2005.
