PROCLAMATION NO._ 811

CALLING THE CONGRESS OF THE PHILIPPINES TO A SPECIAL SESSION

Pursuant to the powers vested in me under Section 15, Article VI of the Constitution, I GLORIA MACAPAGAL-ARROYO, President of the Philippines, do hereby call the Congress of the Philippines to a special session from March 30 to April 1, 2005 to urgently consider the passage of the bill Restructuring the Value-Added Tax System aimed at accelerating the recovery of the country’s fiscal condition and averting a potential revenue loss to the government of P5 billion a month, thereby achieving domestic stability and improving investor confidence in the Philippines.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
