MALACANANt'rManila BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO.8IG DECLARING MONDAY, JULY 15, 1996, AS A SPECIAL DAY IN THE CORDILLERA ADMINISTRATIVE REGION WHEREAS, on July 15, 1987, Executive Order No. 220 created the Cordillera Administrative Region comprisingAbra, Benguet, Ifugao, Kalinga Apayao, Mountain Pro-vince, and the City of Baguio; WHEREAS, on this historic day, the Cordillera people finally realized their clamor for administrativedecentralization, for which they have been struggling to achieve for more than half a century; the WHEREAS, there is a need to focus attention on historic significance of the occasion; NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by Book I, Chapter 7/ Section 27/ of the Administra- tive Code of 1987/ do hereby declare Monday, July 15/ 1996/ as a special day in the Cordillera AdministrativeRegion.
