WHEREAS, Monday, November 4, 1991, marks the 95th birth anniversary of the late President Carlos P. Garcia;

WHEREAS, the people of the Province of Bohol, his birth- place, should be afforded full Opportunity to celebrate the occasion with appropriate ceremonies;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by Book I, Chapter 7, Section 27 of the Administrative Code of 1987, da hereby declare Monday, November 4, 1991, as a special day in the Province of Bohol and in the City of Tagbilaran.

IN WITNESS WHEREOF, I have hereunto set my hand and

caused the seal of the Republic of the Philippines to be affixed.
