~d3q..{"" MALACANAN'Q Manila BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO.831 DECLARING A STATE OF CALAMITY IN THE MUNICIPALITIES OF CARMEN, PANABO, AND STO. TOMAS, ALL OF DAVAO DEL NORTE Upon recommendation of the Secretary of National Defense as Chairman of the National Disaster CoordinatingCouncil, and by virtue of the powers vested in me by law, I, FIDEL V. RAMOS, President of the Philippines, do hereby declare a state of calamity in the Municipalities of Carmen,Panabo, and Sto. Tomas, all of Davao del Norte, which were affected by rlashflood due to continuous heavy rains inApril 1996. All departments and other government agencies collcerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and directives and orders issued in connection withcalamities.
