BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 840

DECLARING A DAY OF NATIONAL MOURNING ON MONDAY, MAY 16, 2005, THE DAY OF INTERMENT OF NATIONAL ARTIST ANG KIU KOK

WHEREAS, the death of Ang Kiu Kok, National Artist for painting, is a great loss to our nation;

WHEREAS, it is fitting to set aside a day of national mourning to honor an eminent Filipino who has left an enduring legacy to our people;

WHEREAS, the National Historical Institute is the government agency mandated ‘to implement Republic Act No. 8491, otherwise known as “The Flag and Heraldic Code of the Philippines”;

WHEREAS, Section 27, letter k, of the Rules and Regulations Implementing Republic Act No. 8491, provides that:

“The National Flag be flown at half-mast as a sign of mourning on all buildings and places where it is displayed, as provided, on the day of the official announcement of the death of any of the following officials.

(k) Recipients of national orders and decorations, on the day of interment and by order of the President or the Congress;”

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, upon the recommendation of the National Historical Institute, do hereby declare a day of national mourning on Monday, May 16, 2005, for National Artist Ang Kiu Kok. Flag in all government buildings and installations, here and abroad, shall be flown at half mast.
