BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 845 CALLING THE CONGRESS OF THE PHILIPPINES TO A SPECIAL SESSION Pursuant to the powers vested in me by the Constitution, I, CORAZON C. AQUINO, President of the Philippines, do hereby call the Congress of the Philippines to a special session from December 16 to 20, 1991 to consider the following measures:

(a) the bill providing fora Land Base Conversion Authority;

(b) the bill extending the life of the Asset Privatization Trust (APT) and the Committee on Privatization (COP);

(©) the bill on the refinements of the Value Added Tax (VAT); (d) the bill providing for consumer protection; (e) the bill restructuring the transfer taxes; (f) the bill providing for a final tax on compensation income; (g) the bill on the large taxpayers’ unit in the BIR; and

such other necessary bills of general application.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
