MALACANAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 87 DECLARING THURSDAY, 20 OCTOBER 2016, AS A SPECIAL (NON- WORKING) DAY IN THE CITY OF BATAC, PROVINCE OF ILOCOS NORTE WHEREAS, on Thursday, 20 October 2016, the City of Batac, llocos Norte marks the 150"^ birth anniversary of General Artemio "El Vibora" Ricarte; WHEREAS, it is but fitting and proper that the people of the City of Batac, llocos Norte be given full opportunity to celebrate and participate in the occasion with appropriate ceremonies. NOW, THEREFORE, I, SALVADOR C. MEDIALDEA. Executive Secretary, by authority of the President, RODRIGO ROA DUTERTE, do hereby declare Thursday, 20 October 2016, as a special (non-working) day in the City of Batac, llocos Norte.
