;fI1a[acafiang Jlanila BY THE PRESIDENT OF THE PHIUPPINES PROCLAMATION NO. 915 FURTHER AMENDING PROCLAMATION NO. 481 DATED 24 OCTOBER 1968 AND MEMORANDUM ORDER NO. 127 DATED 11 NOVEMBER 1987 BY EXCLUDING FROM THEIR OPERATION A PARCEL OF LAND WITH AN AR~ OF 6,000 SQUARE METERS, TRANSFERRING THE SAME TO THE SUPREME COURT FOR THE EXPANSION OF THE COURT OF TAX APPEALS, AND FOR OTHER PURPOSES WHEREAS, Proclamation No. 481 (s. 1968) reserved several parcels of land in Diliman, Quezon City for National Government Center Site ("NGt Site") purposes; WHEREAS, Memorandum Order No. 127 (5. 1987) released the remajning unused fifty (50) hectares of the NGC Site from reservation and authorized the National Housing Authority ("NHA") to sell the same to the private sector; WHEREAs, Republic Act No. 9282 dated 28 July 2003 expanded the jurisdiction and membership of the Court of Tax Appeals ("(TA") and elevated it into a collegiate court of the same level as the Court of Appeals, headed by a Presiding Justice and five (5) Associate Justices as members; WHEREAS, the CTA urgently needs to expand its premises to accommodate the additional Associate Justices, their staff and other personnel, as well as to construct a courtroom for the en banc sessions of the CTA, chambers for its two (2) new divisions and storage facilities to safeguard the records of pending cases; WHEREAS, the government seeks to improve the collection of taxes to meet its fiscal objectives, and an expanded and fully functional Court of Tax Appeals is integral to this undertaking; WHEREAS, there is an available lot of the NHA adjoining the current premises of the GA, with an aggregate area of six thousand square meters (6,000 sq. m.), which is originally a part of the NGC Site created under Proclamation No. 481 (s. 1968); WHEREAS, by virtue of the Public Land,Act (Commonwealth Act No. 141, asamended), Presidential Decree No. 1445, and the Administrative Code of 1987 (Executive Order No. 292), the President is authorized to convey real property belonging to the Republic of the Philippines to particular agencies of the government. NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYOI President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby amend Proclamation No. 481 dated 24 October 1968 and Memorandum Order No. 127 dated 11 November 1987, and assign to the Supreme Court of the Philippines the property described as R. P. Lot No. 38-48-18-38-2 under Transfer Certificate of Title (TO) No. N-196697, with an aggregate area of six thousand square meters (6,000 sq. m.). The Register of Deeds of Quezon City is directed to issue a new title over the property in the name of the Court of Tax Appeals.
